The Pokémon Fan Club is also located in Vermilion City. If you listen to the president's story, he will give you a Bike Voucher which can be exchanged for a Bike in Cerulean City.
After you earn the seventh gym badge, the port will be reopened again; it is used to connect the Kanto region with the Sevii Islands.
